Change experimental Mac Intel bot to run 10.13.6

Issue description

In order to understand whether the flakiness seen in Issue 870856 is limited to AMD GPUs, we need to upgrade this bot:

https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Mac%20FYI%20Experimental%20Release%20(Intel)

to run 10.13.6.

(The regular Mac Intel bot is running 10.12 – this is because this pool is shared with the rest of Chromium and as I understand it the majority of the tests are still run on 10.12. Ideally we'd run on 10.13.)

Brian, would it be possible for you to take this bug? It's important in order to give Apple an accurate diagnosis on the Radar I just filed.
