PDF XFA: Saving Full XFA form changes positioning of text inside edits

In an XFA-enabled build with PDF Saving fixed (crbug.com/61248):

1. Open https://www.canada.ca/content/dam/ircc/migration/ircc/english/pdf/kits/forms/imm5257e.pdf
2. Fill any field, say "Family Name".
3. Click the Download button in the toolbar.
4. Save to a new file.
5. Open the saved file.

Expected: The filled information is in the same position as it appeared while filling.
Actual: The filled information appears below.

You can use "--enable-features=SaveEditedPDFForm" now to reproduce this.
