In an XFA-enabled build with PDF Saving fixed (crbug.com/61248):

1. Open https://www.canada.ca/content/dam/ircc/migration/ircc/english/pdf/kits/forms/imm5257e.pdf
2. Fill any field, say "Family Name".
3. Click the Download button in the toolbar.
4. Save to a new file.
5. Open the saved file.

Expected: Saved file looks exactly the same, except for the filled field.
Actual: Some strings are missing. See screenshot.
