Hovering mouse over extensions shows wrong hint text

When hovering mouse over an extension icon, the hint text is wrong and shows the name of a different extension. See screen shot attached for examples.

I can consistently repro this issue on Mac. I didn't try other platforms.

We were unable to reproduce this bug on mac 10.13.6 using latest canary #72.0.3611.0. If this bug still reproduces for you, please reopen or file a new issue.
