add test case for memd crashes

review the 2 bugs below and update test case as needed

crbug/860034 minijail0 tries to bind-mount /var/log/memd before memd creates it

crbug/861995 memd is crashing on minijail_enter due to the absence of /var/log/memd

I've had a look at those bugs and I don't see any obvious repro steps that I can add to a test case?

What is the context here?

The history is that  this bug cause a rollback of dev.
I want to know if there is a way to add test but after reread, the bug is fix and should not happen again.  Unit test might help but again a regression test that runs and runs but really will never find new bug. I think we can close this one.

Per #2 we passed boards in test, pushed, then had to reset to 0% after the issues were discovered.  If we don't expect these scenarios to repeat we can close this bug.
