Get viz_screenshot_sync_tests running for Android

We run screenshot_sync_tests a second time with OOP-D enabled for Windows and Linux in viz_screenshot_sync_tests.

We should run viz_screenshot_sync_tests for Android too. screenshot_sync_tests failed when fsamuel@ ran them it OOP-D so there is something wrong:
