Last active tabs gets discarded as soon as it become unactive

Issue description

Chrome Version: 69.0.3497.21 (Dev)
OS: Chrome OS

What steps will reproduce the problem?
(1) Open a lot of tabs (120 in my test case)
(2) Select a specific tab (e.g. chrome://discards)
(3) Select another tab in the tab strip, and then navigate back to the tab selected in (2)

What is the expected result?
The tab will still be loaded.

What happens instead?
The tab has been discarded, this happen every time (I've increased the discard count for my tab to 18 by doing Ctrl-T / Ctrl-Shift-T several time in a row).
 
It doesn't seem to repro on a ToT build, I'm not sure of which CL fixed this but we probably want to merge it to M69? 

I've attached a bookmark file that contains a bookmark directory containing 102 pages, you can use this to quickly open > 100 tabs (import this file in the bookmark manager, then right click on the bookmark dir and choose 'open all')

I've been able to repro this with today's Canary, so it's not fixed. I've also repro'd on a ToT build, it seems to be happening because the chrome://discards tab is the only eligible one (the other ones are either already discarded or in the DB observation period).

We should probably avoid discarding a tab that was active a few seconds ago.
