Issue descriptionChrome Version: 69.0.3497.21 (Dev) OS: Chrome OS What steps will reproduce the problem? (1) Open a lot of tabs (120 in my test case) (2) Select a specific tab (e.g. chrome://discards) (3) Select another tab in the tab strip, and then navigate back to the tab selected in (2) What is the expected result? The tab will still be loaded. What happens instead? The tab has been discarded, this happen every time (I've increased the discard count for my tab to 18 by doing Ctrl-T / Ctrl-Shift-T several time in a row).

I've been able to repro this with today's Canary, so it's not fixed. I've also repro'd on a ToT build, it seems to be happening because the chrome://discards tab is the only eligible one (the other ones are either already discarded or in the DB observation period). We should probably avoid discarding a tab that was active a few seconds ago.
