resize novato-arc64-release

novato-arc64-release has been failing:

This is the relevant error from BuildImages:
ERROR   : Target image has run out of space:

The problem is that the content of the novato image has exceeded the size
of the root file system partition.  That requires product changes in the
novato overlay.  That's not a job for either the CI or Test infrastructure
teams; it belongs to the sheriffs, you lucky people, you.

 Issue 793958  was for stateful running out of space, in that case it's the rootfs, so the fix is slightly different. Still, I can help indeed :-)

betty-arc64 had the same issue at some point. We need the equivalent of those 2 CLs:
