Regression: CMD + doesn't zoom

Chrome Version: Canary 70.0.3511.0
OS: macOS 10.13.6

What steps will reproduce the problem?
(1) Visit a page
(2) press CMD +


What is the expected result?
Page should zoom.


What happens instead?
Page doesn't zoom.


CMD - works
CMD 0 works
CMD + doesn't work


This seems to be a recent regression.
