Issue description

Steps to reproduce:
# Launch one of the screen readers
# Navigate to chrome://flags 
# Navigate to any of the comboboxes using tab or pressing 'c' or using arrow keys
Expected: each combobox is labeled with its associated text
Actual: combobox is unlabeled, making it confusing since you don't know which one you are using
