A11y: Chrome://apps is not accessible to screen reader users

Issue description

Chrome: 69.0.3497.23 (Official Build) beta (64-bit) (cohort: Beta)
JAWS: 2018
NVDA: 2018.2.1

Steps to repro:
# With NVDA or JAWS on, visit Chrome://apps
# Tab to the apps menu
# With NVDA, press insert+space to activate forms mode
# Use left and right arrows to navigate
# Notice that screen reader reports each app's index as being '1 of 1'

Expected: NVDA should automatically enter forms mode when the menu is focused.
Each app should have a unique index that enables the screen reader user to determine where they are in the apps menu
It would be nice if the apps had some order, such as alphabetical.


Actual: Each app has the same index '1 of 1'

# Right click or press applications key on an app
# Notice that the menu that appears is not announced by the screen reader until arrowing down

Expected: Screen reader would announce something like 'context menu'

Actual: Nothing is spoken 

# Tab beyond the menu
# Use arrow keys to navigate
# Notice there are a few elements that don't make sense:
Apps button

Remove from Chrome…

# To a screen reader user, nothing appears to happen
# Same with remove from chrome
# It is not clear why the user's email ID is here

Expected: These controls should do something obvious

Actual: They seem to have no function
