A11y: Chrome://settings advanced button does not indicate to screen reader users that it is collapsed or expanded

Issue description

Chrome: 69.0.3497.23 (Official Build) beta (64-bit) (cohort: Beta)
JAWS: 2018
NVDA: 2018.2.1

Steps to repro:
# With NVDA or JAWS on, visit Chrome://settings
# Navigate to the advanced button and note the screen reader's response
# Press the advanced button and note the screen reader's response

Expected: The advanced button would contain an attribute of aria-expanded="true" or "false" depending on the state of the advanced section and an attribute of aria-controls="<id of the div containing the advanced section>"
Screen reader would say something like 'Advanced button collapsed' and 'Advanced button expanded'

Actual: Screen reader reads 'Advanced button' only
