A11y: Chrome://settings menu is read on focus

Issue description

Chrome: 69.0.3497.23 (Official Build) beta (64-bit) (cohort: Beta)
JAWS: 2018
NVDA: 2018.2.1

Steps to repro:
# With NVDA or JAWS on, visit Chrome://settings
# Click on the menu button
# Screen reader reads the entire menu, each option twice:
dialog  Settings
People
 People
Appearance
 Appearance
Search engine
 Search engine
Default browser
 Default browser
On startup
 On startup
Extensions 
Extensions

# You can repeat this by pressing alt+d, then tabbing back to the menu 

Expected: The menu would have a title such as 'settings menu' and only the first option would be read

Actual: The dialog is named settings and everything is read twice on focus making it initially confusing which option is selected.
