Steps to reproduce:
# Turn on either screen reader
# Navigate to chrome://extensions/shortcuts
# Navigate to the "Activate the extension" field, enter a key that does not include ctrl or alt
# Note that visually, error text appears indicating that you must use ctrl or alt
Expected: error sent to the user as an alert
Actual: user doesn't hear about the error unless navigating by arrows through the fields on the page (which is a user wouldn't do since they have no way of knowing an error appeared)
