[Linux] Change cursor theme is not applied immediately on Gnome. Chromium needs to be restarted.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36

Steps to reproduce the problem:
1. start Gnome desktop environment session
2. open chromium and gnome tweaks
3. in the gnome tweaks, select another cursor theme in the "cursor" drop down
4. move the cursor on the chromium window

What is the expected behavior?
you should see the cursor of the theme selected in the step 3 when the cursor is moved on the chromium window. 

What went wrong?
when you move the cursor on the chromium window after the step 3, the cursor of the previous cursor theme is visible. However note that the cursor is already correct on mouseover chromium window decoration.
After restart chromium, you can see the correct cursor on mouseover any part of the chromium window.

chromium-based browsers Opera and Vivaldi also are affected.
