a11y: unlabeled button in chrome://extensions/shortcuts

Steps to reproduce:
# Turn on either screen reader
# Navigate to chrome://extensions/shortcuts
# Navigate to the "Activate the extension" field, enter anything into the field, and tab to get to the X button
Expected: button is labeled with its purpose
Actual: button is unlabeled 

In Chrome dev tools, it does not have a label:
<button id="clear"><paper-ripple class="circle"></paper-ripple></button>
