flakiness_dashboard.html no longer loads layout tests

The flakiness dashboard does not load:
https://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=webkit_layout_tests

It looks like we're hitting a javascript exception due to this error:
No master and builder found for webkit_tests

This was fixed over the weekend. I think this can be closed.
