Update chrome_cleaner to use new crash keys API

Issue description

From rsesek, about the use of SimpleStringDictionary in chrome/chrome_cleaner/crash/crash_keys.cc:

This is the old crash key API. The new, preferred one is here: https://cs.chromium.org/chromium/src/components/crash/core/common/crash_key.h.  https://crbug.com/598854  was the bug for converting all of Chromium.
