Issue description

There are a couple of cases where we reparent surfaces but we don't update the embed token. Maybe that's okay and maybe not but we should audit and consider:

1. OverlaySurfaceEmbedder for Picture-in-Picture
2. BrowserPlugin / RenderFrameProxy for <webview>
