HttpArchive no longer supports the rank column (it's nulled out). This is because it's now getting its list of urls to query from CRUX as opposed to Alexa. We use rank to restrict the sites that we scan to condense our filter list. So, either we need to stop using rank and scan all sites (and choose the most prevalent rules) or we should find another way to get the rank and update our methods to use it.
