Regression: Scrollbar is seen missing for screenshot when ubertray in collapse mode

Chrome Version:70.0.3508.3/10933.0.0 dev-channel Blaze,Candy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user >>  Keep the shelf position to left/Right 
(2)Keep ubertray in collapse mode >>Take a screenshot >> scroll it and observe

Actual: Screenshot is scrollable but no scrollbar is seen 
Expected: Scrollbar should be seen when it is srollable

This is a regression issue as same is working fine in 69.0.3497.21/10895.10.0 dev
