Unnecessary bi-directional arrow pointer is seen and it doesn't disappear after moving mouse cursor.

Issue description

Chrome version: 70.0.3510.2 (Official Build) 19bbe7b51081dd5aca29d10d5f881cce7eb95ff8-refs/branch-heads/3510@{#4} 32/64 bit
OS: Windows(7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome,navigate to www.google.com
2. Click on 'View site information' and then click on 'Cookies'
3. Now resize browser window from RHS to LHS and observe mouse pointer (Refer screen cast)
 
Actual: Unnecessary bi-directional arrow pointer is seen after moving mouse cursor and it doesn't disappear on click
Expected: Unnecessary bi-directional arrow pointer shouldn't be seen after moving mouse cursor and it should disappear on click

This is a Non-regression issue seen from M-60 series from build #60.0.3072.0

Note: 
1. This issue is not seen on Mac(10.12.6, 10.13.1, 10.13.6, 10.14) and Linux(14.04)
2. This issue is also reproducible on M-68 Stable (build # 68.0.3440.84	),M-69 Beta (build # 69.0.3497.23) and M-70 Canary (build # 	70.0.3511.0)

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

Just to update: 
Still we are able to reproduce the issue on Latest canary #72.0.3610.0 on  Windows(7,8,8.1,10) OS.
