Regression:Emoji option on right click in omnibox/text-field is not seen when chrome restarts.

Issue descriptionChrome Version:70.0.3511.0 (Official Build) Revision 19a59b19d6d6cb78b08af4a29d65b26de63c2444-refs/branch-heads/3511@{#1}(64-bit) OS:Windows(10) Steps to reproduce: 1.Launch chrome and Navigate to NTP. 2.Right Click on omni-box 'Emoji' option is seen. 3.Restart the chrome(chrome://restart) and observe. Actual Result:Emoji option on right click in omnibox/text-field is not seen when chrome restarts. Expected Result:Emoji option on right click in omnibox/text-field should be seen after chrome restarts.
