Steps to reproduce:
1.Launch chrome and Navigate to NTP.
2.Right Click on omni-box 'Emoji' option is seen.
3.Restart the chrome(chrome://restart) and observe.

Actual Result:Emoji option on right click in omnibox/text-field is not seen when chrome restarts.
Expected Result:Emoji option on right click in omnibox/text-field should be seen after chrome restarts.

This is a regression issue, broken in 'M-70':

Good Build:70.0.3510.0(Revision:579965)
Bad Build:70.0.3511.0(Revision:580406)

3.In 70.0.3510.0'Emoji Context Menu' should be enable from chrome://flags,because emoji flag is default from 70.0.3511.0.
