"Create Shortcut" on Chrome extension pages don't respect manifest.json icon settings

Issue description

Chrome Version       : 69.0.3497.12
OS Version: Linux

What steps will reproduce the problem?
1. install an extension like https://chrome.google.com/webstore/detail/iodihamcpbpeioajjeobimgagajmlibd
2. open it in a tab (e.g. go to chrome-extension://iodihamcpbpeioajjeobimgagajmlibd/html/nassh.html)
3. observe the tab icon is correct (comes from "icons" in manifest.json)
4. using the three dots menu, go to More Tools then Create Shortcut
5. observe that the icon Chrome uses is just a rendering of the first letter of the extension name ("I" in this case) instead of re-using "icons" from the manifest.json
6. try to use favicon.ico or <link> tags in the html page but all to no avail

Able to reproduce the issue on reported chrome version 69.0.3497.12  also on latest chrome 70.0.3514.0 Using Windows 10 and Ubuntu 17.10.  

Same behavior is seen on M65(65.0.3286.0) hence considering it as non-regression and marking it as Untriaged.

Note: Extension is not compatible from M-60 to M-64 and Create shortcut option is not seen on Mac
