Youtube fails to fullscreen

Issue description

Chrome Version       : 69.0.3497.23
URLs (if applicable) : youtube.com
Other browsers tested: Edge
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
       Edge: OK

What steps will reproduce the problem?
(1) Click any video on youtube
(2) Try to enter full screen

What is the expected result?
Video goes fullscreen

What happens instead?
Presented with a blank white screen

Please provide any additional information below. Attach a screenshot if
possible.

i7-8550U with UHD 620 graphics

Thanks for filling the issue...

Unable to reproduce the issue on reported chrome version 69.0.3497.23 using Windows 10 and Mac 10.13.5.
Steps: 
---------
1. Launched reported chrome 
2. Navigated to given URL " https://www.youtube.com/ "
3. Played video and enabled full screen mode 
As we are observed that Video goes full screen

@Reporter: Request you to retry this issue with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists. Also mention the OS.

After clearing my browsing data the bug seems to be fixed - weird bug but thanks for the quick check!

It has now been less than 24 hours since I cleared my browsing data and the issue has reappeared. This is strange as it does not occur on the latest chrome release (version 68), and just on the beta/canary branches. I will try to do more troubleshooting and get back to you if I figure anything out.
This is a Windows 10 machine that has an NVIDIA MX150, though chrome only makes use of the integrated graphics.

Unable to reproduce the issue on chrome reported version# 69.0.3497.23 and on latest Beta# 69.0.3497.72 using Windows-7 & 10. Attached GPU details of Window-10.

@Reporter: Could you please try to test this issue by creating new person with no apps and extensions in it or test this issue on latest beta# 69.0.3497.72 and let us know if the issue still persists. You can download latest beta from URL: https://www.chromium.org/getting-involved/dev-channel and provide your GPU details by navigating to Chrome://gpu.
Note: Tentatively adding Internals>GPU component to it.

I am no longer able to reproduce in the latest beta - think it may have been a caching issue in a previous version as clearing my cached files used to be a temp fix but I have not had any issues for two weeks now.

+mlamouri for visibility into m69 fullscreen video turning white, in case this is a common issue
