Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36 Steps to reproduce the problem: 1. Open Chrome 2. Look at title bar What is the expected behavior? The tab should be "窗口" What went wrong? The tab is "电动窗", which means "electrical window" Did this work before? Unable to reproduce the issue on latest chrome version #70.0.3511.0 using Mac OS 10.13.5,by following steps as per comment#0. Attached screenshots for reference. Note: Could not test the issue on reported version#68.0.3440.84, as the title bar language was not getting changed to Chinese. @reporter : Could you please try to retest the issue on latest chrome version#70.0.3511.0 with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists. You should change the language to "Simplified Chinese" rather than "Traditional Chinese", which are different.

Tried testing the issue on reported chrome version#68.0.3440.84 using Mac OS 10.13.5.As per comment #4 following are observations when tried to change language to Simplified Chinese below. Observations: =========== 1. When tried to change the language by navigationg to chrome://settings , the language of the chrome title bar did not change. 2. When ran the command defaults write com.google.Chrome AppleLanguages '(ch)' , observed that language did not change. 3. When tried to change the language by navigating to System preferences ->Language and region, observed that the language of other applications title bar got changed except google chrome. Attached screencast for reference. As per comment#0 assigning it to govind@ to kindly provide further inputs on this issue. Thanks.!

I'm not sure why your Chrome cannot change the display language, seems not working at all. According to the google helpdesk said, https://support.google.com/chromebook/answer/1059490, it should be changed automantically. Could you try to change your system primary language to Simplified Chinese?
