Dialog accept/reject buttons contrast too low

Project Member Reported by leberly@chromium.org, Aug 3

Issue description

Google Chrome	70.0.3510.2 (Official Build) canary (64-bit) (cohort: Clang-64)

All dialogs have contrast ratios too low when comparing the outlines of the buttons with the background. Two examples attached here in screenshots.

Foreground:#B1B1B1
Background:#FFFFFF

The contrast ratio is: 2.1:1

Copying lpalmaro@ since this is so widespread across Chrome in the new UI.

Similarly, the native buttons use kGoogleGrey300 per spec (a la NativeTheme::kColorId_ButtonBorderColor)
