Test failures are presumptively a bug in the product. So, it's not a
deputy task at all.

Passing to a randomly selected sheriff, who should find an appropriate
owner.

(Note to sheriff:  The test in question covers update_engine functionality,
so that's who should make the first pass at explaining this).

Can we just remove this test from bvt-cq? It currently seems too flaky and unloved to be there.

autotest: Move p2p_ConsumeFiles to bvt-perbuild.

Move the p2p_ConsumeFiles client test out of bvt-cq. It
fails frequently and nobody appears to be interested in
supporting it.
