ChromeOS Commit Bot resets commit queue flag for no apparent reason

ChromeOS Commit Bot keeps removing the +1 for commit queue and trybot-ready without any reason, so we can't submit the CLs.

Looks like a backend issue, please change Components accordingly.

Issue moved from a project with a different set of status labels. "New" is not a supported status in /p/chromium, so these ended up in a black-hole.
