shortcuts don't work when keyboard layout isn't english.

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36 Steps to reproduce the problem: 1. change keyboard layout to persian/japanese/... 2. try to open a new tab in chromium using ctrl+t 3. What is the expected behavior? To open a tab when pressing ctrl+t even in other keyboard layouts. What went wrong? shortcuts didn't work. Did this work before? N/A Chrome version: 68.0.3440.84 Channel: stable OS Version: arch/linux 4.17.2-1 Flash Version: it works in firefox.

Unable to reproduce the issue on reported chrome version 68.0.3440.84 using Ubuntu 17.10 with the below mentioned steps. 1. Launched Chrome 2. In system settings, Changed the Keyboard layout to Japanese(Dvorak) 3. Tried to open a new tab with keyboard short-cut. We observed the tab opened without any issues. @Reporter: Could you please check the same in a new profile without any apps & extensions and let us know if the issue still persists. It would be highly helpful if mentioned if this is specific to OS arch/linux. Thanks!

I'm able to repro this with Persian keyboard only when omnibox or an editable field in the page (e.g. textfield in google.com) is focused, with some shortcuts. I'm using 71.0.3578.98 (Official Build) on Linux. Examples of shortcuts not working: Ctrl+T, Ctrl+W, Ctrl+N, Ctrl+H Examples of shortcuts working: Ctrl+C, Ctrl+X, Ctrl+V

Also reproducible on 72.0.3626.28 (Official Build) and 73.0.3642.0 (Official Build) on Linux. Not reproducible on 72.0.3626.15 (Official Build) dev on Chrome OS.
