A11y: chrome://settings/clearBrowserData tabs do not show when selected with left/right arrows

Issue description

Chrome: 69.0.3497.23 (Official Build) dev (64-bit) (cohort: Dev)
NVDA: 2018.2.1
JAWS: 2018

Steps to repro:
# With JAWS or NVDA on, visit chrome://settings/clearBrowserData
# Tab or shift+tab to the 'basic' and 'advanced' tab control
# Press right-arrow
# Screen reader announces "advanced selected
# Notice that the advanced tab panel is not shown
# Press enter or down arrow
# Notice that the advanced panel is shown
# Repeat the same for switching back to the basic tab panel


Expected: When the screen reader says a tab is selected, that tab panel should be accessible

Actual: Screen reader does not have access to the tab panel until pressing enter or down-arrow

It looks like this is fixed. Once you land on the page, pressing tab switches the screen reader to focus mode, allowing the user to move through tabs with the left/right arrow keys.
Tested with Jaws 2019 and NVDA 2018.3.2.
