Now that we have dut-power and dut-control for power measurement, and they cover servo/ccd and sweetberry, I think it's time to consolidate READMEs so we have README not only explaining how things work (Ruben has done great job in this), but also README for how to use things.

Specifically, I think it will be great to have a README...

1. on dut-power, for external users, like hardware engineers, SWEs on other subsystems.

2. on dut-power & dut-control for power users, on detailed things like shunt_mv, configure INA, etc

I think hdctools/servo/(a few directory called power_measurement_docs) is a good location for such docs. Better than google docs that eventually get lost. 

I'm hoping eventually this will be the source of truth for power measurement, just like https://chromium.git.corp.google.com/chromiumos/platform2/+/49f50b36492ae6bdeb2bc4fe55b5fd1fdc83b411/power_manager/docs is for powerd.
