[MdRefresh] NewTabButton doesn't disappear when moving tabs

Chrome Version: Canary 70.0.3510.0 
OS: macOS, but problably OS=All

What steps will reproduce the problem?
(1) Open some tabs.
(2) Start dragging the very left tab to the right.

What is the expected result?
NTB should disappear (like in pre-MdRefresh)


What happens instead?
NTB only disappears, when the very right tab starts moving.

Not sure, if this is an intentional change.

Status: WontFix (was: Untriaged)
I suspect you're seeing a change from a previously-Mac-only behavior to the common views behavior.

Oh yes. I didn‘t noticed that this was only on Mac-Cocoa the case.
