unable to sign out another user

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10575.58.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36
Platform: 10575.58.0 (Official Build) stable-channel cave

Steps to reproduce the problem:
1. start chromebook 
2. log in as user1 
3. log out and add new user2
4. log out and log in as user1 
5. click bottom right and click on user1
6. sign in another user
7. from this point it is only possible to sign out ALL users, not just user2 

What is the expected behavior?
USER1 is main user and USER2 is added. Expected is that USER2 should be able to log out while USER1 remains active. 

What went wrong?
there is no option to sign out another user after another user is signed in.
