Regression: Vertical scrollbar overlaps with the focus ring of "Add a new page" in chrome://settings/onStartup page

Issue description

Chrome Version: 70.0.3510.0 (Official Build) Revision 1a6253886c7f5a78dc4e34f73371d56dd07595b5-refs/branch-heads/3510@{#1} (64 bit)
OS: Mac (10.12.6, 10.13.1)

Steps to reproduce:
1. Launch chrome, navigate to chrome://settings/onStartup page and select "Open a specific page or set of pages" option.
2. Add enough entries by clicking on "Add a new page" such that vertical scrollbar appears.
3. Now traverse the focus on "Add a new page" and Observe.

Actual Result: Vertical scrollbar overlaps with the focus ring of "Add a new page" in chrome://settings/onStartup page.
Expected Result: Vertical scrollbar should not overlap with the focus ring of "Add a new page" in chrome://settings/onStartup page.

This is a Regression issue seen from 'M-61' and providing the bisect info below:
Good Build: 61.0.3129.0 (Revision: 478841)
Bad Build:  61.0.3130.0 (Revision: 479232)

Unable to bisect using per revision bisect as all good builds appeared during bisect, hence providing manual bisect.

NOTE:
1) Issue is also seen on M-68 Stable (build #68.0.3440.84), M-68 Beta (build #68.0.3440.75) & M-69 Dev (build #69.0.3497.23).
2) Issue is not seen on Win (7, 8, 8.1, 10), Linux (14.04 LTS) and Mac (10.13.6, 10.14) OS.

pinkerton@, sorry for sending to you! Could you help re-triage this? Or just send it to the Mac triage process? I'm not sure how to flag it for triage on Mac.

My change referenced was only iOS tests (from >1 year ago), so it shouldn't have affected anything on Mac.
