Revisit GM2 incognito icon on mobile

Issue description

A long time ago there was a decision to remove the incognito icon from the omnibox on mobile devices for the GM2 redesign.
After using the new design for a while I still think we should reconsider if this was the right decision.

The omnibox icon makes it immediately clear whether the current tab is in incognito mode.
Due to dark themes we now have confusing situations where you see a dark omnibox and the incognito notification icon while you are in a regular tab.

Additionally, the recent change to hide https:// and common subdomains gave us some space that we could use for an incognito indicator.

Hi and thanks for filing the bug!

I've attached screenshots w/ all Incognito states in Modern & Classic for comparison. 

For context, here's the changes we made in Modern to differentiate Incognito mode (on top of the persistent notification with the Incognito icon in the status bar):

- Themes are no longer allowed in the tab switcher so sites can't mimic the Incognito tab border
- The Incognito NTP toolbar has no drop shadow - which site's also can't mimic
- The system status bar & black bottom nav are also themed for Incognito to match the toolbar (which is also a proprietary GM2 color).

While these help, we can always do more to make our UI more intuitive. So while we wait on metrics from M69, I'll work on a proposal to send to UI Review with alternate designs.

Given that the problem is caused by a very small number of sites that use an incognito-like theme color we could also consider to treat grey/black as a color space that is reserved for Chrome Incognito. Similarly, to how we don't allow favicons in the omnibox since this space is reserved for Chrome security indicators.

I think adding an icon to the omnibox wouldn't help much since it's very difficult to notice the absence of an indicator, especially when it's also shown in the Android status bar. For example, the first tab in this situation (attachment) could still easily be misinterpreted as an Incognito tab.

Won't Chrome for Android be getting a dark mode relatively soon? Every other version of Chrome is getting a dark mode soon, it would be odd if Chrome for Android was the only version that lacks a dark mode. My point is, if Chrome for Android gets a dark mode option, the incognito icon will have to be restored to the omnibox.  
(Apologies for double posting) Also I believe there is consensus that dark themes won't be tied to incognito modes going forward. For example, go to incognito mode in the YouTube Android app and  notice it's not dark. There's also a light themed incognito mode in Gboard if I'm not mistaken.
