NTP elements flicker on relaunching the app after force quitting

App Version: 69.0.3497.25 beta
iOS Version: 11.4.1, 10.3.3, 12 beta 5
Device: iPhones, iPads

Steps to reproduce:
  1.  Launch chrome beta
  2.  Force quit the app
  3.  Relaunch the app.

Observed results:
Notice that the NTP elements flicker

Expected results:
NTP elements should not flicker

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): NA on M68 
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M69

vbarigela@ I'm unable to reproduce on 69.0.3497.46 on an iPhone X running iOS 12 beta 8.  Can you retest?

Although I am able to reproduce 869392, which does look very similar.  Let me fix 869392 before revisiting this.

Given how similar this flicker looks to 869392, which is fixed in 70.0.3530.0+, marking this also as fixed.

Verified on chrome canary version 70.0.3531.0 on iPhone 8 plus with iOS 11.4.1 and iPad  2018 with iOS 11.4.1 following steps mentioned in comment #0.

Issue is still reproducible.  Checked on chrome beta version 69.0.3497.68 following steps mentioned in comment #0, on iPhone 8 with iOS 11.4.1.
