Non-Regression: Unnecessary Caps Lock ON is seen in Onscreen keyboard while editing Address field of Add printer overlay

Issue description

Chrome Version:  70.0.3508.3/10930.00 dev-channel Daisy,Kip,Celes
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> enable On screen keyboard from ubertray/Accessibility
(2)Go to chrome://settings/cupsPrinters page >> click on Add printer
(3)Keep click on 'Name' field to pop up VK >> now again click on 'Address' field and observe unnecessary Caps Lock ON in Onscreen keyboard

Actual:Unnecessary Caps Lock ON is seen in Onscreen keyboard while editing Address field of Add printer overlay
Expected: Nos such unnecessary Caps Lock ON should be seen at Onscreen keyboard while editing 

This is a Non-Regression issue seen from M-62

The address input field is marked as autocapitalize="none", which is correct. Unfortunately, virtual keyboard does not account for the HTML autocapitalize attribute yet.
