Regression : Avatar button turns blank after signing in to Chrome.

Issue description

Chrome Version : 70.0.3510.2 (Official Build) 19bbe7b51081dd5aca29d10d5f881cce7eb95ff8-refs/branch-heads/3510@{#4} 32/64 bit
OS : Windows (7, 8, 8.1, 10)

Precondition : Please set "#top-chrome-md" flag to 'Normal' in chrome://flags

What steps will reproduce the problem?
1. Launch chrome, set above flag to 'Normal' and relaunch the chrome.
2. After relaunch, go to chrome://settings page and click on 'Sign in to Chrome' button.
3. Enter valid email id and password and click on 'OK Got It' button.
4. Observe the 'Avatar' button.

Actual Result : Avatar button turns blank after signing in to Chrome.

Expected Result : After sign in, chrome should show person's name in Avatar button.

This is a regression issue broken in ‘M-69’ and below is the manual regression range:
Good Build : 69.0.3489.0 (Revision : 574446)
Bad Build : 69.0.3491.0 (Revision : 575129)

(Getting an error while performing bisect using per-revision script and unable to narrow down the range using Chromium builds as 'Sign in to Chrome' feature is not available in Chromium. Hence providing the suspect from Change Log)

Note : 
1. This issue is only reproducible in 'pre-refresh' mode.
2. Issue is not observed in Mac(10.12.6, 10.13.1, 10.14, 10.13.6) and Linux(14.04 LTS) OS.

Not caused by my change.  ->pbos@ who did avatar work, but I don't know how much we care about keeping this working as the avatar button is gone in Refresh.
Status: WontFix (was: Assigned)
I don't think it's worth testing Normal top-chrome-md for M70, this is going away. WontFixing as the button will go away as well.
