Arrow key input in chrome://settings causes page scrolling

Issue descriptionChrome Version: 70.0.3510.2 (Official Build) Revision 19bbe7b51081dd5aca29d10d5f881cce7eb95ff8-refs/branch-heads/3510@{#4}(32/64 bit) OS: Windows(7,8,8.1,10),Mac OS(10.12.6,10.13.1,10.13.4) What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://settings > On startup. (2) Choose the 3rd option 'Open a specific page or set of pages'. (3) Add enough entries by clicking on 'Add a new page' such that vertical scrollbar appears. (4) Get focus on the any page entry. (5) Now traverse the focus upto the first entry by pressing up arrow key and observe. Actual: Traversing though list using keyboard up arrow keys, automatically scrolls the page. Expected: Traversing though list using keyboard up arrow keys, should not scroll the page. This is a non-regression issue, seen from M-61 build #61.0.3113.0. Note: Checked the above issue on Mac OS using latest Canary build #70.0.3510.0

Update : Rechecked the above issue on Windows(7,8,8.1,10) OS with latest Canary Chrome version #70.0.3517.0 and the issue is fixed. Unable to check the issue on Mac since latest Canary for Mac is not yet available .Will update Mac behavior once build is available. Kindly refer the attached screen cast.
