Regression:Google photos link missing in customize ntp background.

Chrome Version: 70.0.3510.0
OS: Win10, MacOS 10.13.6, Debian

Pre-condition:Enable below mentioned flags in chrome://flags
#use-google-local-ntp
#ntp-backgrounds

What steps will reproduce the problem?
(1)open ntp>> click on settings icon bottom right corner >> Observe

What is the expected result?
Google photos link should be seen.

What happens instead?
Link is missing.

This is regression issue broken in M70. Will provide bisect info soon.

The Google Photos integration will not be launched in M69, so this is intentional.
