Non-Regression: 'Set Date & Time' overlay doesn't get opened in OOBE screen when dictation dialog is kept open

What steps will reproduce the problem?
(1)Recover build>> Connect to Network and Enable 'Dictation' from Ubertray
(2)When  dictation dialog appears, click outside dictation dialog and try opening 'Set Date & Time' overlay and observe 'Set Date & Time' overlay  doesn't get opened 

Actual: 'Set Date & Time' overlay  doesn't get opened 
Expected: 'Set Date & Time' overlay should get open 

This is a Non Regression issue seen from 70.0.3502.0/10914.0.0 Dev

These are modal dialogs so WAI. Also it's not useful to have Set Date & Time dialog open while dictation dialog is open.

Issue is seen even after dictation dialog is closed when connected to a Network.

Before connecting to network, able to open both dialogs together. Hence, re-opening the issue for clarification.

Looks very similar to  Issue 874009 .
The clock setting usually doesn't open, but opens in some seemingly-random limited cases.
