artifacts when rendering a portrait video

Example URL:

Steps to reproduce the problem:
1. download the attached archive
2. run video.js
3. resize the window (see test.webm in zip-archive)

What is the expected behavior?
video has no any artifacts 

What went wrong?
video has artifacts

Can you highlight the artifacts you're talking about? The screenshot on the other bug looks just like aliasing from scaling?

It seems similar to  bug 869704  except that it on 67.

Yes, it's the same bug - https://bugs.chromium.org/p/chromium/issues/detail?id=869704. I attached a screenshot where the same artifact inside video element, but the white one.
