Regression : Matching highlighted text is not visible clearly for "Sign in to Chrome" button.

Issue description

Chrome Version : 70.0.3510.2 (Official Build) 19bbe7b51081dd5aca29d10d5f881cce7eb95ff8-refs/branch-heads/3510@{#4} 32/64 bit
OS : Windows (7, 8, 8.1, 10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1, 10.14, 10.13.6)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings page.
2. Type 'Chrome' in search box and observe the highlighted text for "Sign in to Chrome" button.

Actual Result : Matching highlighted text is not visible clearly for "Sign in to Chrome" button.

Expected Result : Matched Highlighted text should be clearly visible for "Sign in to Chrome" button.

This is a regression issue broken in ‘M-68’ and below is the bisect info:
Good Build : 68.0.3406.0 (Revision : 553302)
Bad Build : 68.0.3409.0 (Revision : 553714)

Status: WontFix (was: Assigned)
Marking as WontFix. Even though white text on yellow background is not great, the point of the highlight is to show the user where the search hit occurred. The user already knows the text being highlighted anyway, since it matches what they typed in the search box.
