Issue descriptionChrome Version : 70.0.3510.0 (Official Build) Revision 1a6253886c7f5a78dc4e34f73371d56dd07595b5-refs/branch-heads/3510@{#1} (32/64-bit) OS: Windows 10 (Touch Device) Steps to reproduce: 1. Launch chrome and open few NTP (atleast 10). 2. Drag any NTP outside to form new window using tap touch. 3. Now again drag this new window between 2 tabs of previous (parent) window and Observe. Actual Result: New window gets stuck between the tabs of another window after dragging using Tap Touch. Expected Result: New window should properly get placed between tabs of another window after dragging using Tap Touch. This is a Non-regression issue seen from ‘M-61’ series. Note: 1) Issue is Touch specific and it is not seen on Click event. 2) Issue is also seen on M-69 Dev (build #69.0.3497.23). 3) Issue is not seen on Linux (14.04 LTS) and Mac (10.12.6, 10.13.1, 10.13.6, 10.14) OS.
