Regression : Remove button is not seen properly when focus is moved to it on chrome://history/ page.

Issue description

Chrome version: 70.0.3509.0 (Official Build)Revision 3696a8e82d75671fe1c391a5496e6718a54c4fc7-refs/branch-heads/3509@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10)

Pre condition : chrome://history/ page should have atleast one entry.

What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://history/
2. Now check the checkbox of history item and click on 'Delete' button such as 'Remove selected items' overlay is seen
3. Now resize browser window from RHS to LHS and press 'Tab' key,observe
 
Actual: Remove button on 'Remove selected items' overlay is not seen properly when focus is moved to it
Expected: Remove button on 'Remove selected items' overlay should be seen properly when focus is moved to it.(overlay should shift to LHS so that 'Remove' button is seen properly)

This is regression issue, broken in ‘M 70’ and will soon update other info :
Good build: 70.0.3504.0  (Revision: 578511).
Bad build: 70.0.3505.0 (Revision: 578873).

You are probably looking for a change made after 578622 (known good), but no later than 578626 (first known bad).

@manukh: Could you please help to reassign if your change is not the cause for this change.

Note:
1.Unable to provide bisect using per-revision script,Hence providing bisect with old script.
2.Issue is not seen on Mac(10.12.6,10.13.1,10.13.6) and Linux (14.04 LTS) OS
 
looks like the same situation as  crbug.com/868836 . Seems like a larger issue with not properly handling dialog overflow during small browser widths and expecting the scroll-into-view-when-tab-focusing functionality to work as desired on all window widths, which might not be the best way to expect the user to use the dialog.
