Infobar remains when navigated back to ntp

Issue description

Chrome Version: Canary 70.0.3509.0
OS: Android

What steps will reproduce the problem?
(1) Open Canary
(2) Open a new tab
(3) Go to a page with an infobar automatically displayed e.g. president.go.kr
(4) See the infobar, e.g. translate, displayed
(5) Go back to NTP, e.g. OS back button
(6) See the infobar

What is the expected result?
The infobar is removed upon back. 

What happens instead?
The infobar remains displayed in the NTP. 

Note: 
- this only happens when a *fresh new* NTP opens a page with an infobar on Canary. 
- beta and stable are wai

I'm not able to repro on ToT/Canary 70.0.3508.0 so this either extremely recent or doesn't repro every time.

The flow below repros in the latest Canary 70.0.3509.0:
Open a fresh new tab, e.g. from 3-dot menu -> open a page with an infobar (e.g. airhorner.com opens ADHS mini infobar) --> android back button to the new tab

Tested the issue in Android and unable to reproduce the issue. 

Steps Followed:
1. Opened chrome, opened Newtab from 3 dot menu
2. Navigated to airhorner.com, clicked on OS back button -- Info bar is not seen in NTP

NOTE: Checked also with president.go.kr

Chrome versions tested:
70.0.3509.0 , 70.0.3510.0 , 70.0.3511.0

OS:
Android 9.0.0

Android Devices:
Pixel 2 , Pixel 2 XL

@hwi: Please check the screencast and let us know if we miss anything. Any information on reproducing the issue would help in better triaging.

Only difference seems the *version of Android*.
The issue is still reproduced on the following:

Android: 8.1.0
Device: Pixel 2
Chrome: 70.0.3511.0 Canary

 As per comment#8 rechecked the issue on latest canary 70.0.3415.4 using Pixel 2/Android 8 and issue is not reproducible.

 hwi@: Please check the screencast and help in confirming the issue? Are there any flags enabled from chrome://flags?
