Not all child processes are DPI aware

Project Member Reported by tbergquist@chromium.org, Aug 2

Issue description

Chrome Version: 70.0.3502.0 (Developer Build) (32-bit)
OS: Win10

What steps will reproduce the problem?
(1) Launch Chrome
(2) In Process Explorer, enable the DPI awareness column, find Chrome's entry

What is the expected result?
All child process of chrome are per-monitor aware.

What happens instead?
Some child processes are unaware. Windows 10 upscales the DPI unaware processes, so they can appear blurry but be the correct visual size.

One example process that is DPI unaware is this chrome app, Text: https://chrome.google.com/webstore/detail/text/mmfbcljfglbokpmkimbfghdkjmjhdgbg

DPI awareness is set to per-monitor here (which seems to imply that there is another main() out there used by the DPI unaware child processes): https://cs.chromium.org/chromium/src/chrome/app/chrome_exe_main_win.cc?rcl=db24c0265e7c3b6f7ad7a5bec63484d10e66e6c0&l=220
