Not all child processes are DPI aware |

Issue descriptionChrome Version: 70.0.3502.0 (Developer Build) (32-bit) OS: Win10 What steps will reproduce the problem? (1) Launch Chrome (2) In Process Explorer, enable the DPI awareness column, find Chrome's entry What is the expected result? All child process of chrome are per-monitor aware. What happens instead? Some child processes are unaware. Windows 10 upscales the DPI unaware processes, so they can appear blurry but be the correct visual size.
