[Cover Bug] Multi-device setup in OOBE mode

Issue description

(1) Add Mojo bindings to OOBE WebUIController.
(2) Wrap <multidevice-setup> element in OOBE flow.
(3) Ensure transitions between pages work correctly; see [1].
(4) Only show setup flow if appropriate (i.e., if the user has a potential host device).
