The board name was not appended as a parameter to the URL. This needs to be done so that the back-end can redirect the request accordingly. See https://cs.chromium.org/chromium/src/chrome/browser/ui/webui/settings/md_settings_localized_strings_provider.cc?q=GetHelpUrlWithBoard.
